SLCCC Charter

Introduction

The DOE supports a distributed information technology infrastructure to meet the scientific information, computation, and communication requirements of its many programs and the management and administrative activities of its workforce and laboratories. These requirements span the range from supercomputers to desktop workstations and personal computers, including such networking components as ESnet, and a wide variety of information resources as diverse as information servers and large scientific databases as well as unique experimental facilities shared by researchers around the country and even the world. This infrastructure is geographically distributed across the DOE complex including all the laboratories as well as other institutions hosting DOE funded researchers and facilities around the world. The program requirements and infrastructure also cross federal agency and international boundaries. These diverse elements that support the various DOE missions will benefit from coordination across the DOE laboratory system, but coordination is a task that reaches beyond DOE and has potential impacts on national competitiveness issues and the effectiveness of the nation's scientific activities.

Purpose

The Systems of Labs' Computing Coordinating Committee (SLCCC) is to advise laboratory directors and to provide an interface to DOE organizations on issues in computing and information processing. The SLCCC will also function as a forum for information exchange, consensus building, and coordination of the major activities in scientific computing and information processing.

Membership

As a strategic planning level coordinating body, the SLCCC will consist of members who are at the Associate Director level or similar positions with executive level responsibilities for electronic scientific and business information, computing, networks, and information technology research and development. In cases where this function is split along scientific and business lines, a laboratory would be represented by two people.

The following laboratories will be included in the SLCCC membership:

    • Ames Laboratory

    • Argonne National Laboratory

    • Brookhaven National Laboratory

    • Fermi National Accelerator Laboratory

    • Idaho National Engineering Laboratory

    • Lawrence Berkeley National Laboratory

    • Lawrence Livermore National Laboratory

    • Los Alamos National Laboratory

    • National Renewable Energy Laboratory

    • Oak Ridge National Laboratory

    • Pacific Northwest National Laboratory

    • Princeton Plasma Physics Laboratory

    • Sandia National Laboratories

    • Stanford Linear Accelerator Center

    • Thomas Jefferson National Accelerator Facility

Non-voting participation of DOE Offices is encouraged.

Non-voting representation from appropriate committees is encouraged.

It is expected, therefore, that the membership will be knowledgeable of Laboratory programs, DOE missions and the role information technology plays in fostering support in these areas. In addition, they will be knowledgeable about emerging computer, communication and information technologies and appreciative of the operational impact which technological advancements or policy changes may have on DOE research and administrative activities.

Voting

Decisions will normally be taken by consensus. Where voting is appropriate, each member laboratory will have one vote. Ballots may be cast by members during meetings or by electronic mail to the Chair, within 3 working days of SLCCC meetings, by voting members who were not present.

Officers

The Officers shall consist of a Chair and a Chair-elect. The Chair shall be elected by the full membership and shall serve for one year. The Chair-elect shall be elected by the full membership at the first meeting of the calendar year. The Chair will form a nominating committee to identify appropriate candidate(s) for elections.

Relationships

The SLCCC will provide the following interfaces:

    • Advise the national laboratory directors who serve on the DOE formed committees and boards deliberating issues involving scientific and administrative computing and communications.

    • Interface with DOE organizations on matters of mutual interest or concern.

Activities

The SLCCC shall undertake such studies and activities as its membership proposes and agrees. Working groups will be formed to examine specific matters of importance to the Laboratories. Recommendations from the working groups will be addressed by the SLCCC membership.

Meetings

Regular meetings of the SLCCC shall be scheduled by the Chair. They shall be scheduled at times and places to be most effective in conducting the business of the SLCCC, but in no case shall there be less than two meetings per calendar year. Meetings will be announced via electronic mail. Members are permitted, when necessary, to bring subject area experts to assist them with agenda items.

Normally meetings will be open. However, when appropriate, the Chair may call meetings of the SLCCC membership only.

Amendments

This Charter may be amended by a two-thirds vote of all SLCCC members, at two successive meetings of the SLCCC. Proposed changes should be sent to the Laboratory Directors for comment after the first vote.
